The easiest way to do this is CTRL+A to select all, CTRL+C to copy them all to the clipboard, then CTRL+V to past them all into the destination folder after selecting the new location. Simply select all contacts in this folder and copy them them to any other folder in Outlook or vice versa.

Click Contacts on the left hand Navigation pane. Close the iCloud Control Panel and open Microsoft Outlook. You should notice the following message shortly after clicking the Apply button. Place a check mark into the box that shows Mail, Contacts, Calendars & Tasks and click Apply. Open the iCloud from the Start Menu (under All Programs) and sign in with the Apple ID and password. Now download & install the iCloud Control Panel for Windows from Apple’s Website. Ensure that Contacts are synced with iCloud by flicking the switch beside it to the “on” position. Log in to iCloud using an existing Apple ID or MobileMe account, or create a new account from the screen. Open the Settings app on your iPhone or iPad device’s home screen. The contacts I’m talking about here are ones that are not part of a synced account but have accumulated in Microsoft Outlook with a POP3 account for example. So you have a bunch of contacts on your iPhone and you want to get them into Outlook or vice versa.
